Abstract

One of the ways that can support human resources within an institution is the performance of the employee. The
optimum performance is not only supported by strong motivation and capability, but it is also supported by
condusive environment with good personality. The research approach has been done by using quantitative
approach. The population is all employees of Local Civil Service Agency Municipal Governments of Surabaya.
The samples are 60 respondents. Data has been collected by issuing questionnaires to obtain the primary data.
The data has been analyzed by using path analysis. Based on the result of the research, it can be concluded that
1)good personality can motivate
the employees in completing their tasks; 2)the capability of an employee is high,
it will enhance their self-motivation to thrive and to be more to innovative; 3)the personality of an employee is
getting better, can lead to the enhancement of performance so that the achievement of the result of the work of the
employee can be fulfilled; 4)since employee with high work ability can achieve the objectives of the organization
by gaining achievement so the improved performance of the employee can be assessed; 5)high motivation will
trigger the performance level of the employee.
