ANALISIS SISTEM PENGENDALIAN SUMBER DAYA MANUSIA PADA RUMAH SAKIT ISLAM SURABAYA

Abstract

This research is aimed to identify the allocation of HRD budget fund whether it has reached the level of
effectiveness, efficiency, and economic in order to find out the human resource control system which has been
implemented by the RSIS and to find out the role of human resources control system in supporting the
effectiveness of human resources performance at the RSIS. This research has been carried out by using
qualitative approach and descriptive format. In order to achieve the validity of the result of the research, the
researcher applies the HRD audit approach to answer various kinds of questions in this research.Some
improvement recommendations are given by the researcher based on the findings, i.e.: (1) making new regulation
about sanctions which have to be accepted by each head of department who is late in submitting the analysis of
internal condition; (2) calculating, recording, and documenting budget and budget realization correctly and
appropriately which is related to the recruitment program which has been carried out by the RSIS and to find out
appropriate work force and to provide work force in the field of apothecary, pharmacy, and radiology; (3)
calculating, recording, and documenting budget and budget realization which is related to the selection and
placement program which has been carried out by the RSIS; (4) public relations and marketing as the
department which carry out employee job satisfaction is expected to increase the indicator about the
compensation which has been accepted by the employee in order to make the RSIS party knows whether the
obligation which has been given to the employees has achieved the satisfaction level of the employees in order to
motivate the employees in working and etc.
