Abstract

This research is aimed to find out programs and activities of the function of human resources at
PDAMSurabaya, to assess the performance of programs and activities of the function of human resources at
PDAMSurabaya and to give recommendation and suggestion of several weaknesses which have been found at
PDAMSurabaya. So this research can be the reference to do some improvements within the company itself.This
research is a descriptive research. The subject of the research is PDAMSurabaya. The object of the research is the
function of human resources in order to assess the performance of PDAMSurabaya. The data collection
technique has been carried out by conducting interview,and observation. The analysis technique has been
conducted by using qualitative analysis. Some constraints have been found in the company i.e.: 1. There is no
department which assess the performance of human resources at PDAMSurabaya; 2. There is no audit of human
resources at PDAMSurabaya; 3. The realization and the target of human resources has been conducted by the
KPI.The result of the research shows that the implementation of management audit of human resource function
has not been running effective yet. The Ineffectiveness of human resources is caused by the implementation of
system, process, and the evaluation is less reliable to overcome some problems that occur within the company. It
is suggested that PDAM Surabaya ought to make procedures which manage the implementation of management
audit of the function of human resources. Procedures which can be carried out by the company is the
establishment of employee performance appraisal which is carried out by considering some components i.e.: 1.
Career planning and development should be integrated with the human resources planning; 2. Career planning
and development should be followed by appropriate evaluation; 3.
