PENGARUH FLYPAPER EFFECT PADA PAD, DAU DAN DAK TERHADAP BELANJA DAERAH (Studi Empiris Pada Kabupaten/Kota Provinsi Jawa Timur)

Abstract

This research aimed to examine the effect of flypaper of Local-owned Source Revenue, General Allocation Fund,
and Special Allocation Fund on local expenditure. While, flypaper effect is a condition which occured when local
goverment in funding their local expenditure tends to use more transfer fund of central government than their
Local-owned Source Revenue. The research was quantitative. Moreover, the pupulation was districts/cities of
East Java province during 2014-2017. Furthermore, the data collection technique used saturated sampling, in
which all population used as sample. Additionally, the data were secondary which taken from Central Bureau of
Statistics of East Java Province. In addtion, the data analysis technique used multiple linier regression with
SPSS 21. The reseach result concluded as follows (1) Local-owned Source Revenue had positive effect on local
expenditure. (2) General Allocation Fund had positive effect on local expenditure. (3) Special Allocation Fund
did not effect local expenditure. (4) Flypaper effect was not occured within ditricts/cities of East Java province
during 2014-2017.
