TURBULENSI DAN LEGALISASI KLEPTOKRASI DALAM PENGELOLAAN KEUANGAN DESA KALIPECABEAN KABUPATEN SIDOARJO

Abstract

This research aimed to find out the dysfunctional behavior of village financial management. While, the population was in village of Kalipecabean, local government Candi, Sidoarjo. The research was descriptive-qualitative, in which used the respondents place, and documents as its data. Moreover, the instruments used interview and documentation. In addition, the data analysis technique used the research result, as in the form of interview which were collected, the proceed an finally it was presented. From the research result, it concluded the village of Kalipecabean had good financial management which suited to the local government regulation number 50 year 2017. However, in the process, there was still turbulence or pressure as the management needed to suit to operational and non-operational budget in related to PP 43 Year 2014. In other words, there was no fraud which was done by the management of Kalipecabean village. In brief, in order to have good financial management and suit with recent regulation, the head of village needed to keep public inspiration in order to have facilities constructed.
