Abstract

This research aims to find out and to analyze the application of E-Government and Good Governance to E-SAMSAT services. The success rate of E-SAMSAT East Java service is a problem that becomes one of the benchmarks in the application of E-Government. The scope that been used in this research is the staff of the Joint Office SAMSAT Mojokerto on the operational service section. The method of analysis in this research is a qualitative research. The data that used by the researcher are interview and documentation data which include the payment of Vehicle Tax (PKB) through E-SAMSAT East Java application. Data analysis techniques that used in this research are observation, interviews, and documentation. The results of the analysis in this research is the introduction of E-SAMSAT service that many obstacles occur. The obstacles are the lack of public knowledge about E-SAMSAT East Java service. Due to the government’s own lack of the socialization. The next obstacle is the availability of unstable network connections so that it can decrease revenue. The findings in this research are E-SAMSAT East Java service that has been running but not yet in accordance with expectations. Implications of the researcher states that the government has run the online service (E-Government) but in reality there are still some obstacles so the number of taxpayers paying PKB through E-SAMSAT East Java is still a few.
