Abstract

This research aimed to find out how effiecient and effective its budget in the implementation of program and activity. Besides, it also to find out what effort the department had in order to increase its efficiency and effectiveness. The research was qualitative. While, the data were both primary and secondary. In order to collects all the data which researcher needs, it was in the form of structured and un-structured interview to get primary. Meanwhile, for the secondary, it’s in the form of Government Performance Accountability report and its performance report of Public Works Department of Highways and Drainage during 2015-2017. Moreover, the data analysis technique used triangulation (documentation and interview). The research result concluded the performance’s efficiency of department had varied for each year. However, from the researcher’s assessment, it showed the budget had implemented efficiently, with its efficiency less than 100%. Nevertheless, based on assesment’s effectiveness of drainage had decreased. Furthermore, the objectives were to increase its effectiveness. Consequently, it would solve sparking and street problem sooner. Those efforts were namely making priority scale in planning and controlling, completing the instruments in land measurement, and owner estimate in its acquisition, and making own-management of sparking and street officers.
