EFEKTIVITAS E-GOVERNMENT DAN KINERJA PEGAWAI DALAM MENINGKATKAN PERFOMANCE ORGANISASI

Abstract

This research applied in Population and Civil Registration Service, Sidoarjo located in Sultan Agung Street Number 23, Gajah Timur, Magersari, Kecamatan Sidoarjo, Kabupaten Sidoarjo. It aimed to find out the effectiveness of E-Government and employees’ performance through the Plavon program in increasing organizational performance. Moreover, E-government could be measured by some principles: (1) Program Interpretation, (2) Target Preciseness, (3) Time Preciseness, (4) Goal Achievement, and (5) Real Change. Furthermore, employees' performance could be examined by the principles: (1) Service Quality, (2) Productivity, (3) Responsiveness, (4) Responsibility, and (5) Accountability. The research was qualitative. The instruments in the data collection technique were interviews, observation, and documentation to gather all the information. The result showed that both effectiveness and employees’ performance had positive effects on people and organizational performance in Population and Civil Registration Service. It could be proven by organizational performance which was faster, more structured, and with fewer errors in finishing the population administration process. Therefore, it was simpler and easier in the process of document registration within the service access.
