IMPLEMENTASI E-GOVERNMENT PADA LAYANAN E-HEALTH PADA PUSKESMAS SURABAYA TIMUR

Abstract

Health service is the most basic public service that which government has to do in fulfilling a wealthy society. Surabaya government’s effort to increase the quality of public health service is by implementing E-Health. With this service, society easy to have an in-line ticket in Puskesmas without coming and lining to Puskesmas. Therefore, this research aimed to determine how E-Government implementation on E-Health in having Good Governance in East Surabaya. Moreover, there were 5 indicators in the implementation of E-Health consisting of physical evidence, sustainability, responsiveness, guarantee, and empathy. Besides, there were also 7 indicators of having Good Governance which consisted of legal certainty, orderly state administration, public need, openness, proportionality, professionalism, and accountability principles. The research was qualitative with a descriptive-statistics approach. Moreover, the data collection technique used purposive sampling. In line with that, there were 100 users of E-Health in 4 Puskesmas in East Surabaya as the sample. The four of them were Puskesmas Menur, Pacarkeling, Pucang Sewu, and Kalirungkut. The result showed that the implementation of E-Health Surabaya and Good Governance was successful. It was proven as the public who registered using online tickets in Puskesmas felt the difference, so it created Good Governance.
