PENGUKURAN KINERJA DALAM PRESPEKTIF VALUE FOR MONEY PADA DINAS TENAGA KERJA KOTA SURABAYA

Abstract

This research aimed to find out, examine, and analyze the performance of the Surabaya Manpower Department,
which was measured from the Government Performance of Accountability Report in 2018 using the value for
money. Moreover, the research was descriptive-qualitative, with primary and secondary data. Furthermore, the
instrument in data collection technique used interviews and documentation.The research result showed that the
Surabaya Manpower Department had fulfilled its obligation to present financial statements and government
performance. Additionally, according to an economic assessment which focussed on a budget (input), it showed a
financial result. While, based on its efficiency, which focuses on output realization from the input result, it
showed overall that it had been used efficiently and run optimally. Meanwhile, from effectiveness assessment
which could be seen from its out pun and outcome, showed effective result and succeeded in implementing and
achieving organization target. In conclusion, from all those assessments (economy, efficiency, effectiveness), it
was expected that they could be performance benchmarking for Surabaya Manpower Department for the next
period.
