MODEL PENGUKURAN KINERJA INSTANSI PEMERINTAH DAERAH PERSPEKTIF VALUE FOR MONEY

Abstract

The purpose of this research is to find out and to analyze the performance measurement model at the Department of Population and Civil Registration of Blitar City which is measured by value for money perspective. The method is descriptive qualitative and the source of data is in the form of performance report of government institutions (LKjIP). Based on the result of the analysis and the discussion on performance measurement model of local government working unit in the value for money perspective at the Department of Population and Civil Registration of Blitar City in 2016, shows that in determining the economic performance it is done by considering the budget (input) with budget realization, performance efficiency can be seen from the amount of output realization which has been generated with the input, performance effectiveness can be seen from the realization of output in running the purpose of the institution in order to achieve the determined program. The relevant performance measurement model development is required in order to obtain reliable data so that the result of measurement will be consistent time after time when the measured phenomena are not changed.
